Before a police officer can stop your vehicle, they must have reasonable suspicion to believe that you were driving under the influence, or that you were violating some other criminal or traffic law. After they have conducted some initial questions and/or field sobriety tests, they may arrest you, but only if they have probable cause to believe you were driving drunk (under the influence).
Law enforcement officials administer blood and/or breath tests to determine a suspected drunk driver's blood alcohol content. When you were granted your driving privileges by the state of Arizona, you gave your implied consent to submit to these tests anytime the police arrest you for driving under the influence. If you refuse or fail to successfully complete the requested test or tests, the police may obtain a warrant from a judge to administer a blood test, and you may lose your driving privileges for one year.
